Well, the way I see it, you've got three basic options:

1) Kickstarter...If you're wanting to start a company, retain ownership, etc.

2) Try to sell the rules to a magazine or to a company looking to diversify/update their holdings.

3) Self-publish to the web and try to build word of mouth and your reputation.

You might try looking up Joe Krone and seeing if he's willing to give you any advice or share some of his experiences getting Land of the Free published.
Do you read Sutter Cane?

I think rule sets do okay self-published for the most part, at least for the digital copy.

Beyond Amazon, not off hand. However you might check War Gamer's Vault (a DrivethruRPG offshoot) and see if they have a self publishing set up, and I know that there are a ton of ways to self publish, if you want I could look around.

To be honest I have never published a book, but my Dad did, and The Onebookshelf route (Wargamer's Vault in this case) looks the less painful than the standard Amazon/Book Baby thing that Dad did to publish his philosophy book (Cheaper too, although you might want to check it). You might want to ask around a bet first at some cons, independent writers often have panels on self publishing (Oh, and if you are planning to make career out of this you might be able use the con as a Tax write-off but I would look into that before trying it).
